Barbara Porter Fratila

Barbara Porter Fratila re-joined the Gilbert & Gilbert firm in 2007 after serving nine years as Assistant General Counsel of the Port of Houston Authority of Harris County, Texas. Ms. Fratila previously worked at the firm from 1982 until 1997.
Ms. Fratila received her B.A. with High Honors from the University of Maryland in 1973 and her J.D. from South Texas College of Law in 1990 where she was a member of the Wood Inn of the International Legal Honors Fraternity of Phi Delta Phi and the Order of the Lytae. Ms. Fratila received her LL.M. with a concentration in Energy, Environmental and Natural Resources law from the University of Houston in December 2006.
Ms. Fratila is a member of the State Bar of Texas and its Environmental Law and Construction Law sections; the American Bar Association and its Environment, Energy and Resources section; the Brazoria County Bar Association; the Houston Bar Association and its Environmental Law section; the Texas Association of Environmental Professionals; and the American Association of Port Authorities.
Ms. Fratila and her husband, Nicolae, live on the San Bernard River in Brazoria, Texas.
